Vietnam Health Declaration – Online & Offline Submission Guide

The Vietnamese Government has introduced a legal framework for health declarations under **Decree No. 165/2026/ND-CP**. When activated by the Ministry of Health, travellers entering, departing from, or transiting through Vietnam may be required to complete a Health Declaration.

Two Available Submission Methods

  1. Online Health Declaration

When the online system is officially activated by the Ministry of Health, travellers will be able to submit their Health Declaration electronically before travelling.

The Ministry of Health will announce:

* The official online declaration website or mobile platform

* Submission procedures

* Required information

* The implementation timeline

Please note: As of today, the official online Health Declaration system has **not yet been released**.

  1. Paper Health Declaration (Offline)

If required, travellers may also complete a paper Health Declaration Form at the airport, land border crossing, or seaport.

Border authorities or health officers will provide the form and guide travellers through the process if a declaration is required.

Is the Health Declaration currently mandatory?

No, According to the Ministry of Health, health declarations are **not currently required as a routine procedure** for all travellers. The requirement will only be implemented when officially announced based on the public health situation.

Can I complete my Health Declaration online now?

Not yet. The Ministry of Health is still developing the new electronic Health Declaration system. Once available, the official website and detailed guidance will be published.

What should travellers do now?

Before travelling to Vietnam, we recommend that you:
